It should always be negotiable to around US$5 if you're going to pay....but as you've discovered, you seldom need to pay. The routa 14 guys carry fake receipts, fake schedules of fines, fake law books, fake aduana documentation, fake everything....but nothing happens if you don't pay. You do need to give them an opportunity to back out of the deal....or tell them all you've got is five bucks--
